How are foreign degrees and experience letters used for a Thai work permit?

They are normally authenticated by the competent authority in the issuing country and by the Royal Thai Embassy there, or by apostille once the Convention enters into force for Thailand on 28 February 2027 where accepted, then translated into Thai and legalised by the Department of Consular Affairs. Experience letters should state the position, exact dates, duties and the issuer's contact details, because verification enquiries do occur. Which authority decides a work permit, and what does it not cover?

The Department of Employment under the Ministry of Labour administers work authorisation for foreign nationals; the Immigration Bureau separately administers the right to stay. Who can obtain an APEC Business Travel Card?

The card facilitates business travel among participating APEC economies and is issued to Thai business people by the Department of Consular Affairs, subject to endorsement by the designated authorities. Pre-clearance for each economy is decided by that economy, and the card does not grant the right to work abroad.

What is the IEAT route?

Operators inside industrial estates governed by the Industrial Estate Authority of Thailand may be permitted to bring in skilled workers, experts and their families under the IEAT Act. It is a separate legal basis from BOI promotion, but the work permit and stay formalities still have to be completed with the responsible agencies.

Must authorisation be obtained before starting work?

Yes. A foreign national must hold the permit before performing work, and may only do the role, for the employer and at the locations stated in the permit. Trial periods and side assignments outside that scope are not covered. Changes of employer, position or workplace require notification or amendment through the Department of Employment.

What must be done when changing employer or job title?

A work permit is tied to the conditions recorded in it, including employer, position and place of work, so material changes must be notified or amended under the applicable law before working under the new conditions. Where is a Thai work permit filed, and must the employee attend?

Applications are filed with the Bangkok area employment office or the provincial employment office covering the workplace, under the Department of Employment, Ministry of Labour.
