What is needed to drive abroad on a Thai licence?

Normally a valid Thai driving licence plus an international driving permit issued by the Department of Land Transport under the convention the destination country is party to. Taking a vehicle across a border additionally requires proof of ownership, the registration book, a consent letter from the title holder where the vehicle is financed, and customs paperwork under both countries' rules. How is a vehicle transferred when the seller is overseas?

Where is an International Driving Permit issued?
