Does a power of attorney signed abroad work in Thailand without further steps?

Usually not on its own. A document executed abroad is normally expected to carry authentication from the country of origin, an apostille where that country is a party to the Hague Apostille Convention or consular legalisation where it is not, and then a Thai translation. Depending on the receiving authority, the translation may additionally require certification through the Department of Consular Affairs (consular.mfa.go.th). Because the receiving office decides what it accepts, confirm the exact chain with that office before executing the document abroad.
