What is the step-by-step process for a house registration (Apostille for Thai documents) to be used with Thai government offices?

There are four stages: (1) verify that the original a house registration was issued by the competent authority and that names, document number and dates are legible; (2) prepare the translation or certification in the format Thai government offices accepts; (3) submit for certification by the Department of Consular Affairs, MFA Thailand; (4) deliver and re-check everything before the actual filing. If Thai government offices prescribes its own form, the entries must match the source document character for character. Submit every page, including pages that only carry a seal, because the Department of Consular Affairs, MFA Thailand certifies exactly the bundle presented. For the exact fee and turnaround for your case, please contact our staff by phone, LINE or email.

ยืนยันแหล่งอ้างอิงแล้ว

How long does a house registration take before it can be filed with Thai government offices?

The translation of a house registration must reproduce document numbers, seals and signatures, and mark illegible text as such rather than guessing. For the exact fee and turnaround for your case, please contact our staff by phone, LINE or email.

ยืนยันแหล่งอ้างอิงแล้ว

How many layers of authentication does a house registration need before Thai government offices accepts it?

The standard chain for Thai documents is: issuing office → certified translation → the Department of Consular Affairs, MFA Thailand → the embassy or consulate of the destination country, where still required. For a house registration used with Thai government offices, the number of layers depends on whether the destination is an Apostille state and what form it accepts. Thailand deposited its instrument of accession to the Apostille Convention on 30 June 2026 and the Convention enters into force for Thailand on 28 February 2027 (source: HCCH). During the transition, confirm with the receiving authority whether it already accepts an Apostille or still requires embassy legalisation. Recurring causes: a name spelled differently from the passport, an original older than the window Thai government offices allows, an uncertified photocopy, a translation that drops a seal or document number, and an authentication chain done out of order. The fix is always upstream — obtain a fresh a house registration or have the issuing office correct the data, then repeat the chain. Never amend by hand: the Department of Consular Affairs, MFA Thailand will not certify a document altered outside the official process. For the exact fee and turnaround for your case, please contact our staff by phone, LINE or email.

The exception is any step where Thai government offices requires the holder to appear in person, which we check case by case. For the exact fee and turnaround for your case, please contact our staff by phone, LINE or email.

ยืนยันแหล่งอ้างอิงแล้ว

Which route is accepted varies by destination, so confirm before starting. For the exact fee and turnaround for your case, please contact our staff by phone, LINE or email.

ยืนยันแหล่งอ้างอิงแล้ว

MFA legalisation in Thailand — questions clients actually ask

Answers on document legalisation at the Department of Consular Affairs — civil-registry records, education and company documents, translation legalisation and onward embassy attestation. (35+ search topics covered)

How long does a legalised document remain usable?

Consular legalisation does not itself carry an expiry date; the receiving authority decides how recently a document must have been issued or certified. In practice many authorities apply short windows to civil-status documents such as single-status certificates, house registration extracts and police certificates. Sequence the work so that certification finishes close to the actual filing date rather than months in advance, and where the position is unclear, ask the receiving authority in writing before starting.

Can someone file on my behalf?

Yes. Filing in person, by an authorised representative with a power of attorney and ID copies, or by post is possible under the Department's rules; each channel has different processing times.

Foreign documents for use in Thailand?

Authenticate in the issuing country, obtain attestation from the Royal Thai Embassy or Consulate there, then translate into Thai and have the translation legalised by the Department of Consular Affairs.

Can I submit a document legalised years ago for a new application?

The legalisation stamp itself does not expire, but the receiving authority usually applies a recency rule to the underlying document — for example, a civil registration extract issued within a set number of months. In practice this means old legalised sets often have to be redone from a fresh extract. Confirm the recipient's rule before assuming a previous set can be reused.

What does MFA legalisation actually certify?

The Department of Consular Affairs certifies that the signature and seal on the document — of the issuing officer or of the certified translator — are genuine. It does not certify that the contents are true, and it is a separate step from a district-office certified copy or an attorney's signature attestation.

Translate before or after legalisation?

Before. Submit the source document and the translation together so the translation is legalised in the same filing. Translating after the stamps are applied usually forces a second submission.

What exactly does the Department of Consular Affairs certify?

It certifies the authenticity of the signature and seal on the document, or the signature of the translator, depending on the service requested. It does not verify the substantive truth of the content or approve the underlying transaction. Understanding this distinction matters, because a receiving authority abroad may still question the content even though the legalisation stamp is genuine and correctly obtained.

Will apostille replace consular legalisation entirely for Thailand?

No. From 28 February 2027, when the Convention enters into force for Thailand, documents moving between member states can rely on a single apostille instead of a multi-layer chain. Documents destined for non-member states still follow the traditional route: certification at origin followed by authentication at the destination country's embassy. Some member states also keep their own translation requirements, so the destination's rules must still be checked case by case.

MFA legalisation — documents and sequence

Thai public documents intended for a foreign authority must pass the Legalisation Division of the Department of Consular Affairs first, whether the chain later ends with an Apostille or with the destination embassy.

Documents to prepare

  • Original or newly issued certified copy from the district office or issuing body
  • A translation prepared under the system the destination accepts
  • Thai ID card or passport of the applicant
  • Power of attorney with the principal's ID copy if filed by a representative
  • Completed legalisation request form
  • Destination country and receiving authority details

Step-by-step process

  1. 1. Obtain a fresh certified copy Request the latest certified issue from the authority that produced the record.
  2. 2. Prepare the translation Translate under the accepted system and verify spellings against the passport.
  3. 3. File at the Department of Consular Affairs Submit the legalisation request covering the signature of the signing officer and the translation.
  4. 4. Collect and verify Check seals, dates and binding before moving to the next step.
  5. 5. Final step Confirm with the Department whether this document type falls within Apostille scope or still needs destination embassy legalisation.

Pitfalls and rejection causes

  • Plain photocopies are usually refused at intake.
  • Translations made outside the accepted system will not clear this stage.
  • Legalising the original does not automatically legalise the translation.
  • Queues lengthen before academic intake and peak visa seasons — allow extra time.

Tips from our team

  • Bundle the whole set into one filing to save trips.
  • Photograph every page before submission for reference while waiting.
  • State the receiving authority precisely so the right certification format is chosen.

Prefer not to handle the queues yourself, or worried about a rejection? Send us photos of your documents for a free pre-check. We handle the full chain — obtaining certified copies, translation, certification and submission — and keep you updated at each step. Reach us on LINE, phone or email during business hours.

Route Comparison

Comparing legalisation routes for Thai documents used abroad

Thai documents can reach a foreign authority through more than one route. Choosing the wrong one usually means starting over. This table maps the case types to the right route.

RouteWhen to useCertifying authorityApprox. durationRejection risk
Consular legalisation + destination embassy (current standard route)Applies to almost every destination country todayDepartment of Consular Affairs, MFA Thailand, then the destination embassy/consulate in ThailandVariable — typically days to several weeks depending on each embassy's queueCommon rejections: translation not in the required format, name spelling differing from the passport, or an outdated certified copy
Apostille (Hague Convention 1961)For contracting states — for Thai documents: Not available until 28 February 2027Department of Consular Affairs, MFA Thailand (competent authority under the Convention)Variable, per the authority's published practice once the service startsAssuming it works everywhere — it only covers contracting states, and some still request a translation
Translation certified in the destination country (e.g. NAATI for Australia)The receiving authority explicitly requires a locally accredited translatorThe destination country's accreditation body, e.g. NAATI (Australia)Variable — usually shorter than routes passing through an embassyIt does not always replace legalisation; some authorities want both the certified translation and the legalised original

Timelines above are practical estimates from live casework and can change with each authority's policy; confirm with the receiving authority before booking travel. If you would rather not test routes by trial and error, our advisers can assess which route fits your case.

Advisory Service

We do not just process documents — we advise you through the whole case

Our team has worked on cross-border documents, certified translation and government liaison for over 15 years. Most rejections we see are not caused by missing paperwork but by choosing the wrong route on day one, so we always start with a case assessment.

Route assessment

We look at your destination, purpose and deadline, then tell you which certification route applies — and which steps you can skip.

Pre-submission review

Name spelling, consistency across documents, document age and translation format are checked before anything reaches a counter.

Timeline planning

We sequence the steps around your appointment or travel date and flag bottlenecks in advance.

Rejection recovery

We read the refusal reasons, identify the underlying cause, and plan a resubmission that answers what the authority asked for.

Rather not learn by trial and error? Send your case details and document photos for a review — reach us on LINE, phone or email during business hours.

Legalisation is handled by the Legalization Division, Department of Consular Affairs, Ministry of Foreign Affairs, whose main office is on Chaeng Watthana Road, plus selected regional passport offices that accept legalisation under the department's announcements. If travelling there is inconvenient, we collect and submit on your behalf from Lat Phrao 95, Khon Kaen and Udon Thani.

Can I submit it myself instead of using an agent?

Yes. The Department of Consular Affairs accepts walk-in and online-booked submissions from the public. The practical risk is sequence and format: official documents must be the issuing authority's version, then translated and certified in the correct order, or they are returned. An agent mainly saves repeat trips and pre-checks the format.

What do I need to bring for legalisation?

Typically the original document issued by the competent authority, a complete and accurate translation, a copy of the document owner's ID or passport, and a power of attorney with the representative's ID copy if someone submits for you. Foreign-issued documents must first be authenticated in the country of origin and by the relevant embassy.
Practical advice & cautions

Legalization & apostille: practical advice and cautions

Before you start
  • Allow for each step's queue

Total turnaround depends on the current workload of the consular office and of the destination embassy. Plan ahead rather than against a tight travel date; we can give a case-specific range by phone, LINE or email.

  • Check whether the destination is an Apostille Convention party

For member states the chain ends with an apostille and no embassy step is needed. For non-member states the document must continue through the destination country's embassy. Verify the current member list on the HCCH website.

  • Get the receiving party's requirements in writing

Universities, employers and registry offices publish their own checklists. Obtaining that checklist first fixes the number of copies, the language and the certification route correctly on the first attempt.

  • Keep a scanned backup at every stage

Photograph or scan every page before submission and again after each stamp, so you have a reference if a document is lost in transit.

Common reasons documents get rejected
  • Opening a bound and sealed bundle

Bundles sealed across the binding must never be separated. Removing the staple voids the certification and the whole set has to be redone.

  • Mixing both routes

Requesting an apostille and an embassy legalization at the same time when only one is required wastes time and can raise questions at the destination. Pick the single route that matches the destination's convention status.

  • Ignoring the required translation language

Some countries accept only translations into their own official language, not English. Certifying an English translation first can mean repeating the entire chain.

  • Assuming a Thai lawyer is a common-law notary public

Thailand has no common-law notary public. The equivalent role is a Notarial Services Attorney registered with the Lawyers Council of Thailand. Describing it incorrectly can cause the receiving party to reject the document.

Requirements differ by authority and destination country and can change. Confirm current conditions with the receiving authority, or ask our team by phone, LINE or email.
